A Free and Responsible Press; a General Report on Mass Communication: Newspapers, Radio, Motion Pictures, Magazines, and Books

Initiated by publisher Henry Luce and chaired by the Chancellor of The University of Chicago, this non-governmental organization sought to examine the current and future of the freedom of the press in America. This Commission was prompted by the Second World War and an interest in understanding mass media’s role in shaping public opinion. The Commission was largely composed of members of academia, including Harvard law professor Zechariah Chafee as the vice-chairman, as well as foreign advisors from China, France, and Canada. In this 1947 report, the Commission concludes that a free press is a necessary part of democratic society by being socially responsible and maintaining a clear moral rightness.
